The largest administrative merger ever brought HCMC from 273 commune-level units down to just 102 wards and communes. The district level no longer exists. Consequently, all management functions moved directly to the ward and commune level.
The old District 1 now has only 4 large wards: Sai Gon, Tan Dinh, Ben Thanh, and Cau Ong Lanh. Familiar former ward names like Ben Nghe, Nguyen Thai Binh, or Pham Ngu Lao no longer exist on the administrative map.
Thu Duc City changed the most, dropping from 34 wards to just 12 wards. Many new wards cover very large areas because they combine 3 to 5 old wards. At the same time, many districts shifted from numbered names to names linked with local history and culture. “Administrative names may change, but the position and value of central HCMC areas remain.”

Here is the most important point to note. Thao Dien and Thu Thiem are no longer two separate areas on the administrative HCMC ward map 2026. The new An Khanh Ward merged An Khanh, An Loi Dong, Thao Dien, Thu Thiem, and part of An Phu. As a result, it became one of the highest-value real estate wards in HCMC.
However, this does not mean Thao Dien or Thu Thiem vanished from the market. Both names are still widely used as urban area names or project brands in actual transactions. Even so, administratively, they merged into a single ward.
Nearby, Binh Trung Ward merged Binh Trung Dong, Binh Trung Tay, and the rest of An Phu Ward. Among the 4 new wards in old District 1, Sai Gon Ward serves as the core administrative and commercial hub. It gathers many office buildings and busy commercial streets.
Old Binh Thanh was reorganized into 5 new wards. Gia Dinh Ward merged Wards 1, 2, 7, and 17. Meanwhile, Thanh My Tay Ward merged Wards 19, 22, and 25. These areas directly border old District 1. In addition, they feature many high-end apartment projects.
