Ho Chi Minh City’s Department of Construction has just introduced a new VNeID project disclosure requirement covering every project investor, trading platform, brokerage and property management firm operating in the city. Each must now register a digital identity and file core project documents through the national VNeID app. For buyers, a process once scattered across paperwork and informal channels now runs through one traceable system.

Under the new requirement, investors upload land allocation decisions, detailed urban plans, construction permits and the certificate of eligibility for selling future-built housing directly onto the municipal housing information system, logging in through VNeID. Each investor and trading platform receives two accounts, with extra accounts issued to investors running several projects at once; brokerage and property management firms each receive one.
The incentive to keep filings current is concrete. Investors who leave a project undisclosed or list inaccurate figures face fines between 300 and 400 million VND. Trading platforms that leave filings incomplete or list invalid documents face fines between 60 and 80 million VND. That scale of penalty signals how seriously the city now treats public access to project records. The requirement sits with the city’s Department of Construction, placing disclosure under the same authority that already issues the underlying permits. “A filing requirement backed by a nine-figure fine tends to get kept current.”

Verifying a project’s legal status in Vietnam has traditionally meant assembling documents through informal channels or taking an agent’s word on faith. A mandatory, penalty-backed filing system changes that dynamic. Taken together, these moves describe a city steadily shifting real estate information from scattered and informal toward centralized and mandatory. That shift matters most to the kind of capital this market is trying to attract. Institutional and cross-border investors already expect project data to sit in a system of record, not in a folder of scanned documents.
Each disclosure requirement the city adds brings the core market closer to the governance benchmarks long-term capital uses to compare one market against another.
